There shouldn't be anything different other than the ECU between a CSE and your CS of the same year. If the ECU blows fuses in the newer car - there's a reason for it. Since it's the ECU fuse, I would suspect the driver IC's for the APC solenoid. See if by unplugging the BPC, you can keep the ECU from blowing the fuse. Be careful you don't let a bad ecu destroy a BPC valve!
