My guess is all thats happened is the arm fell off the wastegate, because you lost the pin/clip that holds it on. I've had that happen before.
So lets start with Anatomy:
What you refer to as a vacuum diaphragm isn't: it's a pressure diaphragm, called a Wastegate Actuator. What you refer to as the turbine housing is really the Compressor Housing - the Turbine is the Exhaust side.
The arm the wastegate actuator is supposed to be connected to, controls the wastegate, which allows exhaust to bypass the turbine. On a "low pressure" turbo car, the wastegate actuator is the only thing that controls your boost pressure - when the pressure coming from the compressor gets over the spring-pressure of the wastegate actuator, it opens, creating a negative feedback loop that controls boost. The capped connection on the inlet side of the compressor, is used for plumbing of a full-pressure-turbo car that has an electrical solenoid, which allows the computer to raise the boost above what he wastegate is set at.
