There is a clip that is supposed to hold the actuator arm onto the rod connected to the wastegate. An immediate fix is the lowly paperclip shoved through the small hole in the rod (you may have to hunt for it if an old piece is still in there); a better fix is a small cotter pin (stainless steel if possible) in that hole; the best fix is an appropriately sized E-clip (as in the picture) in the slot in the wastegate arm.
