'93 9k Aero Base boost too high?

My car is over boosting waaay into the red and I have to let off the throttle or else it will hit fuel cut (i think, haven't let it go to find out yet).
HERE IS THE KICKER:
When I disconnect the BPC valve (all hoses remain in place) the car will boost all the way up almost into the solid red but quite and STAY there through the rev range. It is my understanding that when the BPC valve is disconnected the car will be in "base boost" which is mid - 3/4 yellow. Im so confused! The car seems to run as designed w/out the BPC valve connected and it has plenty of power (don't think my dash gauge is off at all as it sits about mid green at idle and returns to center yellow when you shut the car down) I am just going to run it w/out the valve connected for now until I get this figured out
Car does have ETS and I have triple checked all vac lines are correct.
No codes, TCS CTRL lights or drive-ability issues just over boost when BPC valve is plugged in.
