(See link below) Preferably a longer version of one of these or a good strong flexible 1/4" extension and a 7mm socket. I prefer a tool like the one pictured. If the clamp is stripped, you need to lift up on the part with the "teeth" on it with a screwdriver while turning the screw with the tool. When fitting a new hose clamp, orient it so that it's easier the next time. For the record, I always disconnect the bottom radiator hose for changing/draining the coolant. A lot easier that way... at least to me.
