How dirty should a fuel filter be?

I changed my fuel filter yesterday in response to my roadside stranding I discussed a few days ago. I cut the old one open to see how it looked. The outer two or three layers of the filter medium were clean but the rest was totally black in color. Before I cut it open i tried blowing through it and it was very difficult to get any air though it compared with the new one - although I wasn't sure if that was because the old one was damp with gasoline. The filter was about 4 yrs/40,000 miles old. Normal or can I consider the old filter clogged?
Also I took out the fuel pump to inspect it and the inside of the fuel tank. There was quite a lot of black grit in the bottom of the fuel pump assembly, which I didn't think should be there. I cleaned it out and put everything back together. No signs of water in the gas though.
Thoughts?
