It doesn't seem to make much sense unless maybe it's something like having to set the base boost, but as far as I can see that requires a boost gauge not a Tech2: http://saab9000.com/procedures/exhaust/baseboostadj.php - I'll have to contact them for clarification.
Not sure why the '97 CSE is only getting base boost even if the "W" line is disconnected. I checked and the wastegate arm is in place. Everything is pretty rusty under there but I can move it by hand. Maybe the actuator is not working.
