Apparently the person I spoke to on the phone was misinformed, or possibly thinking of another product or service. This time I contacted Eeuroparts via email and received the following response:

"Sorry for the confusion, please disregard the 'additional programming
required' note. The T7 BPC update kit is a plug-and-play kit, there is no
additional programming needed on your end.

I will fix the web listing for that kit, thank you!"

So I'm going to go ahead and order the kit for the '95 CSE.
