Could be bad connections giving a false reading but it could be an alternator or regulator problem. (The regulator is built into the brush assembly.) There is a thin green wire going to the alternator and the connector can get corroded, causing erratic alternator output and eventually disabling the alternator if the connector fails entirely.
I'd check that battery voltage using a voltmeter at the terminals to see if it's really dropping down that low.
