When the governor seals go bad the symptom is erratic automatic shifting, but trans will operate normally if shifted manually. At least that's what I experienced.
When my original trans finally went out it had symptoms similar to yours, but it did not really improve with cool temperature. After checking some stuff like springs in the valve body I spoke to Erikkson Industries which had not yet stopped supporting these at that time and it was diagnosed to likely be a broken band. (The band could not be brought into adjustment which also bolstered that idea.)
The problem now is that there is almost no support in the U.S. for these transmissions any more since Erikkson stopped supporting pre-GM Saabs. Only a handful of low-volume cars from the 80s and 90s ever used the ZF 4HP18 here and there are very few mechanics out there that know how to work on them.
Im my case I replaced the transmission with a used one from a junkyard that allegedly had only 90K miles on it. (It was NOT a fun job!) That was in the fall of 2016 and so far it's still working fine.
