The cover panel does come off, after the three cover panel screws are removed. One behind the SRS trim piece and two below the cover panel. sort of at the knee bolster plate. I think those screws are also covered by little trim bungs.
Problem I had was actually then pulling the panel cover off... which then allows access to the 4 (?) screws that actually mount the airbag.
I pulled and pulled. Its secured by clips... I forget exactly where... but it took more force than I felt comfortable placing on an interior trim peice, much less anything to do with an airbag...
so I gave up. I think i wanted to get airbag out to access some problem with HVAC...
but yes, the cover panel comes off its clips, which then reveals acces to bolts that actually mount the airbag.
