Coolant temperature question

Coolant temperature gauge on my Saab goes into “more than half” zone when car has warmed up and is under load (such as climbing a long hill) or simply in street driving. Same gauge shows under half when driven lightly; gauge also takes a fair amount of time to get there once the car is started. Cooling fan works and also engages for 30 seconds or so after car is turned off. Outside temperature is typically in the 80’s, and the variations depending on time of day do not seem to affect it that much. Checked the temperature of the block with an infrared thermometer (where accessible) after the car was acting “hot” — readings were about 210-220 F which seems normal. The exhaust is of course ~ 600, and the turbo 700 or so. Cooling system has been flushed, refilled with proper concentration coolant. Radiator is new, new 190 F thermostat as well. Heater core has been bypassed (been like that for a long time). Wonder how much of this behavior is normal, and if not what are reasonable steps to troubleshoot.
