Upon further review I need to pick up the flag. I did find battery voltage at fuse 27 the last time I checked it. I don't think I was getting good contact on the fuse clips with the probes the first few times I checked it. I also found the diagram on the back of the fuse panel modesty panel. The three relays that are buzzing/chattering are the fuel pump relay and fuel injection system relay on the distribution panel behind the PS airbag and the A/C relay at the under hood relay panel. When I go to KOEO, I can hear the fuel pump turn on briefly and then shut off like normal. All is well for about five seconds and then those three relays start going bonkers. I can hear the fuel pump cycling on and off very quickly. I swapped out the two fuel system relays at the distribution panel and they did the same thing. Once the engine is started, they stop chattering. Thanks Rociero for the link to the newer manuals. I will download them from home. I will look further into it tonight.
