Probably a good used one is the best you'll find maybe from some place like Goldwing. A quick search turned up some accounts of repairing clock springs. None of these are specifically Saab but our clocksprings should be similar:

I have the same problem with a worn upper column bushing in my '97 CSE, it has about 1/4" play in it. I've been hesitant to work on the thing in part due to fear of ruining the clock spring but it needs to be addressed at some point. Where did you get the replacement bushing? Any other parts involved? How tough a job was it?
