First of all, the rear parking brake is purely mechanical and has no connection to the hydraulic braking system other than sharing pads and rotors with it.
I'm not sure which braking system is on your 1989 car - I've had SAAB earlier and later than that. But my brother has a similar age 900 convertible, and it has a system with a pressure accumulator, sort of a black round thing that screws into the master cylinder and looks like a small cartoon bomb. When this started leaking on his car, the brakes became almost completely ineffective, had to pump them many times to get any action out of them. Do a search here on "pressure accumulator" or similar. He replaced the one in his car with a similar unit for a Jaguar or a Buick Reatta.
