How to set max boost - a special case. Advice needed

Hello. I have asked about this issue on the 9-3 BB, but would appreciate insight from any knowledgable people on this board.
I have a '99 9-3 LPT -stock 155hp, 0.38 bar boost. I had the ECU reprogrammed by Abbott (although I suspect they only raised the fuelcut level, but anyway) and am now running 0.9 bar boost controlled mechanically by a new wastegate actuator sent along with the ECU. The car does not have a solenoid valve, boost is at 0.9 bar all the time.
I have two issues to address.
First, I want to install the solenoid valve so that the APC system can function properly and fully protect from knocking. Trionic does provide sufficent protectiuon via igniton timing etc for the boost I am running, but I want to be 100% sure. Installing the solenoid valve is feasible as all the necessary plugs etc. are there.
Second, I want more boost. The fuel cutoff on my ECU has been set by Abbott at 1.1 bar, therefore I have some space for a bit more boost.
The ideal setup for me would be to have max boost slightly under the fuel cutoff (just under 1.1 bar) and base boost set at a relatively high level -perhaps 0.6 bar? in order to allow space for knock protection, but limit the APC's ability to compromise spoolup and boost in the first two gears.
I want to know if this is this possible. How is max boost controlled? Is it set inside the ECU or is it a function of the pressure difference with base boost?
I would appreciate any suggestions and ideas regarding my setup so that I can have a picture of what my options are.
Thanks in advance
