The tach is very simple, taking +12v from the instrument bus, a ground, and a signal off of the ignition coil. No relay is involved, and there is no fuse specific to the tach (I'm not even sure there is one specific to instruments!). If it's getting 12 volts & ground (do the clock, temp and fuel gauges all work?), then the only thing left is the lead from the coil. It could be broken, damaged, pinched, any number of things.
