I've done the upper bushings on a C900, and maybe once compressed the spring and removed the arm, and that was only because I needed to change the spring perch bushing (or attempt to...).
It's usually easiest to do them with the car resting on its wheels, NOT on stands or a lift. Engine out makes the left pair go a lot easier, but you can at least get the front one out. Do one bushing at a time, but you will need to loosen both on each side. With one bushing block removed, and the weight of the car on the wheels, the arm can't go anyplace that you can't get it back to easily. Usually a little pressure against the tire with my knee was all it took to get the arm in a good spot.
This should work fine on any 99 that has the pivoting lower front spring perch. It works a treat on 900s!
