That is a good idea Doug but the tank is in the car so it would be hard to get to the flange with a mega-channel lock.
I made a brass drift by squeezing a piece of copper pipe on the vise. With this "special tool," I was able to nudge the flange by tapping with a hammer without bending anything on the flange. It turns out the low fuel pressure problem was that the pump was pumping air. The intake tube had completely dissolved and the intake screen dropped off the bottom. I made a new intake from 1/2" fuel-line (I would have prefered to use viton but didn't have any that large and didn't want to wait to order some.
It doesn't matter which way you turn the flange. You only need to turn it about 3/4" to get the little cams on the flange to match the cutouts on the tank.
When you put it back in, you must get the short cutout facing the front of the car and a few gentle taps will tighten it and hold it.
The rubber sleeve was in good shape but I reversed it top-to bottom because the bottom where it had been sitting in the fuel was softer.
