All that having been said, the steering on 99s has always been notoriously heavy, especially at low speeds. Any 99 owner who had to park the car frequently ended up being a body builder, like it or not. The original 1969 99 had 155x15 tires; I'm not sure when they fully switched to 165 tires. The front-end alignment can also be a factor in steering effort if the caster is out of spec.
