Catalyst and Lambda always went together. If you have the big red Saab 99 Service manual (M 1975-1980 USA) there is a good chart of emission controls on page 254-1. I think that all the Catalyst/Lambda cars from 1977 forward would have had the single tube downpipe, but all non-catalyst cars had the two-piece manifold and 2-tube downpipe through 1980.
There were three sets of emission requirements at that time - Federal, California, and High Altitude. In the 70s cars made a lot more emissions at high altitude (anyone remember changing carburetor jets when you drove up into the mountains?). Those specific standards went away in the mid 80s, but it didn't really matter because any engine with mass flow air measurement and fuel injection pretty much automatically corrects for altitude.
I think (but am not completely sure) that Saab used the lambda/catalyst package to meet high altitude emissions requirements in several states (like Colorado and Utah).
The bung hole in the 2-piece manifolds was for EGR I believe, although I have not looked at one in a while.
