Once you've gotten the belt on, start the car and test the output with your volt meter. It should be about 13.5V. If you still get a low reading, pull the three wire plug off the alternator and hotwire from the + battery terminal to the F terminal on the alternator. According to my manual it would be the terminal that the yellow wire in the loom attaches to. This bypasses the voltage regulator. Measure the output (engine running) with your volt meter. If you get significantly higher output than with the regulator attached, replace the regulator. (A properly working alternator should have increasing output the longer you keep it running with the field hotwired and unregulated.) If the output doesn't improve, replace the alternator.
