I can't imagine that a worn belt would cause low output, unless you could viably see it slip...sounds like you might want to rebuild the alt. or a new voltage regulator...
sometimes, if the belt is just a wee bit short, you can start the belt on one side of the pulley, and use a screwdriver to work it over the lip on the rest of the pulley, or bump the starter motor, and it should thread itself on.
oh, yeah, be careful, sometimes the belt looks like it is on ok, on the harmonic balancer, but really, it is wedged between the engine and the first lip of the pulley.
