Just a thought...You can easily return to the place that sold you the new belt and ask for one that is, say, a half inch longer. Obviously the one you have is too short. There is room for adjustment at the alternator so there is little to fear with a slightly longer belt. Once you get the car running again, just take it back to the parts place (one that has a voltage testing machine...most do these days) and have them hook the thing up. It will let you know if its the battery, the alternator, or the voltage regulator...among other things. Most places like checker/shucks/Kragen or Napa, etc. will do this test for free. Hopefully you are in a place that has one of these shops. If you do have to replace the alternator, don't be afraid of a newer one from a 900 or later 99. They put out more juice and are easy to find. They generally have an internal regulator and the wiring changes are miniscule at their worst.
