SCCA probably uses the same, wrong database the State emissions people use. For emissions inspection, my State insisted that I have a cat converter on my 1979 99. They said I removed the cat and I tampered with the fuel filler too (large opening for leaded fuel). They said "the book" says it must have a cat, as well as fuel restrictor. However, this was only true for Calif cars. I protested, and they contacted SAAB. The State sent me a waiver letter that I have to show every time I go to emissions inspection to get around their faulty database.
Apart from concours "looks", you can have SCCA look at the engine serial number that designates it is non-catalyst. I dont have that info in front of me now, but you can get that from SAAB.
