Mine is the only '75 99 I've ever seen with California emissions, which that year required an air pump. (I worked for a dealer in Massachusetts in '74-5 and we never got CA cars.) The air pump broke and the rubber hose between the air pump and the manifold air injection pipes cooked, ...try finding a replacement for that one. The '75 repair manual I have does not have any information about the differences in California cars. When I rebuild it, I intend to install a '77 4-into-2-into-1 manifold and header (Jack Lawrence says it's as good as his headers), with the '77 air injection tubes ground flush and welded shut inside the manifold, so if emissions inspectors ever insist that I have to have the air injection system, it'll look like it's there. Most of Oregon doesn't have emissions testing, but Portland tests cars from 1975 on.
The catalyst was _only_ required in California before 1980, it was not a Federal requirement for the other 49 states. My '79 900 GLE, purchased in CT, came without it. Every '78 I've owned came with a cat, as _most_ cars sold on the West Coast did, however it was not _required_ in the 49 state cars to pass emissions. Because it was there originally, Oregon requires me to have it, even though the Feds didn't and the car passes the test without it. That is, IMHO, just ignorance of the Federal standards on the part of the state emissions program.
