Check the thermostat first. Remove it and place it in a pot with water. Bring the water to a boil and it should be open..
You could remove just the thermostat and reconnect the thermostat cover and run it. (I will leak some but it's only a test.) The engine should take a long time to warm up. The radiator should warm up.
Does the hose going from the intake manifold to the short water pump cover nipple warm up? This is the thermostat bypass hose which circulates water thru the block all the time. If it doesn't warm up there is no circulation.
Contrary to mythology, B-engine water pumps do not spontaneously self destruct. It's always due to a bungled overhaul repair.
