When I bought a 34ICH, it came with this sort of spacer ring on the top throat, increasing its diameter maybe 1/2 inch. It was pressed on fairly tightly, but could be pulled off by hand. Once off, the throat diameter was close enough to that of the stock FoMoCo that the stock filter housing could be press-fitted down against the carb, sealing against the rubber O-ring in the housing.
I have no idea what this aluminum ring was for, unless maybe to adapt the carb to some Weber air filter.
Loss of the mounting bridge found in the center of the FoMoCo is a nuisance, but doesn't your air filter secure via "ears" on its edges that bolt onto the tabs on the rocker covers? I don't have a 96 now, just a Sonett, but that's how I remember it on the ones I used to own.
Another thought -- if you've still got a FoMoCo carb, you MIGHT be able to remove the mounting bridge and put it into your Weber. The surgery involved sounds drastic, and I haven't actually tried it on a Weber, but I was able to make it work on a Solex carb. The bridge is held in place on the FoMoCo by pins through its ends, and once you tap these out you can bend it slightly inward so it comes out of its holes, and lift it out. Then you CAREFULLY drill holes in the opposite sides of the 'air horn' of your new carb, put the bridge through them, and pin the ends so it won't pull out -- I used little tiny machine screws threaded into the original pin holes. Incidentally, it's much easier and safer to do all this with the carb off the car -- you can put it upside down on your workbench while you drill the holes, and then you don't have to worry about metal chips falling down into it and possibly clogging the passages.
