Step 1 as mentioned is penetrating oil, but not just any old. A product called KROIL is highly regarded. MARVEL MYSTERY OIL is also a fair bet. Immerse for a day or two. Get a good-fitting 8-point socket as mentioned. Work back and forth, be prudent in applying force, the point is to get it loose, not to break stuff.
Step 2 is heat. Clamp it well in a vise and heat it up pretty well with a propane torch until water dropped on it vaporizes and then a little longer. It is OK to let the steel screw get red-hot, just let it cool before trying to twist it. Have some beeswax, a candle, or some paraffin handy. When it has cooled to where the wax doesn't vaporize instantly, apply it to the threads and hope there is room enough for the wax to penetrate the crevices.
Steps 3 and 4 are to repeat Steps 1 and 2.
Step 5 and beyond are messier and at that point you might rather look for a working adjuster, but I'll describe them if necessary, keep us posted on what works.
Get some Anti-Sieze Lubricant or even better a newly-available Bendix product called CeramLube, it is a purple high-temp grease that they say works better than anything else they have tested on brake systems. Once you get things turning, coat the screw with grease and screw it in and out multiple times until everything is lightly covered and turns smoothly. Put some on the wedges too. And at all points of metal-to-metal contact front and rear.
