Here is the distributor procedure from the Saab V4 manual. (If you don't have one of these you should get one or a Haynes manual for your car.)
1. Check that the mark on the engine pulley coincides with the 6 degree mark on the transmission cover which is the firing position for cylinder 1. (My note - be sure that cylinder #1 is in the firing position, not just that the piston in cylinder #1 is at the top; it could be at the top of the exhaust stroke).
2. Turn the distributor housing so that the mark on the rotor is directly opposite the installation mark (line) on the edge of the distributor housing. (When looking down on top of the distributor the mark noted above is the one on the right of the capacitor.)
3. Insert the distributor making sure the teeth mate.
4. Once in the engine, turn the distributor until the rotor is aligned with the timing mark (the second line on the distributor that is to the left of the installation mark.
This should put the timing at 6 degrees BTDC. A timing light will then be more accurate.
Also, are you disconnecting and plugging all of the vacuum advance hoses when you set the timing?
