saab 95 v4 starting issue

my '72 saab 95 v4 has trouble starting. First start of the day is fine but after i drive somewhere and get back into it, it will not start. I can start it by using the choke but it runs really rough and at a high rpm. If i take the choke off it will die. I have to let the car sit for several minutes to up to an hour but then it typically starts just fine. It does not happen all the time (but enough to where i hesitate to take it out) and has been doing this off and on for at least 4 years. My saab mechanic cannot figure it out.
