You really pick up a lot of equipment with the SE over the base, and the tires and sports chassis are significant, so I agree with Richard you should drive the SE before making up your mind. I bought a 2000 9-3 SE in May, and I love it. I regret slightly not waiting for a 2001 which comes standard with the OnStar and TCS, but I love driving the car.
Something else to consider is if you want the new generation right when it comes out. I have a three year lease, and it is my hope the new generation will be out about a year when it expires, and hopefully bugs will be worked out.
I like BMW's as well, but it is not a lot of car for the money. The options lists on any BMW model push them thousands over their base prices, and you need to get several options to make them comparably equipped to most cars. You will go a long way to find the performance, practicality, safety, and uniqueness of an '01 SE for 28k. (PS:Get the 5-speed and Sport Exhaust) Good Luck, Erik
