With the warranty still in tact your ok. I would have the dealer check for bent rims. Make sure none of them are bent when you take delivery. This could be causing the alignment issue. Have them give it an alignment. I had to do this before 15K miles on mine and I babied mine and avoided potholes like the plague. All in all a 1999 with 15K below $20K is not a bad deal. Its a great car for the money.
As far as the curb rash - see if the rims might qualify for the color mismatch or fading issue under warranty - That will get you a whole new set of rims for nada. Also at 15K -- if those are the Original Dunlops I would get some new tires as soon as I got off the lot.
