Hmm... I would say that you cannot assume all your wheels are not bent. My friend managed to bend three of his new BBS's in the same construction zone; rotating the wheels didn't make a difference to his similar shimmy.

Did you have the wheels balanced? Otherwise it could be a number of things, from little bits of brakepad crud, rust, or other surface irregularities on your rotors (making them feel warped until you get on the brakes harder). I had a weird shimmy this winter (like yours, only at certain speeds) that just turned out to be mud and ice packed into my wheel... a good wash cured it. That's why I'm going with the bent or unbalanced wheel hypothesis for now.
