That's more or less thae same car i used to have, and the same mileage.
How you drive it makes a big difference. You can increase the mpg a lot by accelerating/braking less and coasting more.
I squeezed 37mpg out of it on a highway trip one time, but in town with the ac blasting and my wife driving, i saw it get 17.
