Gas Mileage Bad?

I have a 2002 9-3 with premium package and automatic transmission. I currently have about 22,000 miles on the car. I'm getting around 23mpg according to the SID. It seems lousy to me. What's everyone else getting in terms of mpg?
I live in L.A. and have a good mix of free-flowing freeway driving, city driving, and stop and go throughout the week. Most of my commute involves about 20 miles on the freeway at about 75mph. Another 10 miles is city driving that's pretty smooth.
I was always under the impression that the 9-3 gets great gas mileage.
I'd love to hear your experiences.
P.S. All service has been done at the appropriate interviews (except the 5k oil changes) by the dealer.
