I use only the ugly but safe 15" steel wheels in winter. The summer wheels are so open from the sides they allow too much stuff to get in & coat the discs. I have not experienced what you describe, but many others do. I think some companies make covers that go between the inside of the wheel and ths discs. They also look very ugly, but are probably quite effective. Perhaps a true hubcap on steels wheels would be your answer. I doubt you'll find a change of discs or pads to change this attribute.
