The would not have to take anything apart to see a camber problem on the rear axle and pronounce the cause as been the axle. It is a simple straight beam.
Toe-in: Was that for the front or rear axle??????? This is critical. If the rear axle has camber and toe-in problems, things are getting difficult. Was the vehicle ever recovered from a ditch or snow drift. Pulled out by the rear axle? If that bent the rear axle, rear toe-in would be off.
You could get a builder square and measure the tilt on the one good rear wheel, then change the other to match that. Get the amount of change require over the baseline of the tire, then scale that down to the change needed across the shims etc.
Do not confuse front and rear issues. If the front toe-in needs to be adjusted, that is a separate and independant issue.
