If you use OBD scanner just occasionally then laptop solution is a way to go. You can get much more information from a laptop than from a cheap handheld scanner, such as:
* Freeze frame data for when DTC was triggered.
* Reading from major sensors (air pressure, air and water temperature, RPM, speed, etc.)
* results from internal monitoring tests (pending, complete, failed)
If portability is a problem then get a Palm III PDA (~$20 on ebay) to be used instead of a laptop.
There are numerous OBD scanning software titles for laptops and PDAs.
My favorite is OBDMaster for Windows, OBDGauge for PalmOS. Check the following link for the software:

Saabs use ISO interface for OBDII - the same as most other european brands. You can buy an ISO-RS232 adapter for $75 at:

I strongly recommend getting the Saab WIS manual for your car (available on eBay) for help in interpreting the codes.
