Q's about Midas Brake Inspection (Really Need Advice!!)

I really need some good advice. Here are the facts:
'98 900 SE Turbo 142,000 miles. I bought it at 140,000 miles.
Brakes just didn't feel right. One day after a short drive I happened to feel the front tires and they were very hot to the touch (both sides). Also, I checked the air pressure on all four tires and the front right tire was greater than 50 psi! The other three were around 30#.
Took the car to Midas this morning for a free inspection. They said the rear rotors were severly rusted, the front rotors were rusted and had a 1/4" groove and the front pads were almost gone. When I asked about the tires being hot, they said that they didn't see anything wrong with the calipers. They said the the front tires get hot because the pads are always lightly touching the rotors.
Midas suggested replacing all four rotors and pads. There total estimate was $760. They said they use good standard rotors and insist on ceramic pads.
I called Monro for another quote. They quoted me $605 and said they would put ceramic pads only on the front. I am taking the car to the Monro shop for a second inspection.
Here are my questions:
Does Midas' inspection results warrant replacing all four pads and rotors?
Is the price reasonable?
Degree of difficulty on a DIY?
Thoughts on ceramic pads?
I really need some good adviced from people with personal experience before I shell out this much cash. Please Help!!!
