Yup, though I'd engage closer to 1500-2000 RPM starting off in 1st.
Personally, I shift "by ear", listening to the sound of the engine and shifting at a certain pitch. It helps that I have a (louder) sport exhaust and 24 years experience driving manual transmissions.
Shifting by ear also helps with downshifting, as you will learn to blip the throttle to get the engine RPM up to match the speed the transmission is spinning at.
Others will argue the RPM ranges I've listed, but I think it's a good starting point. Eventually, you won't look at the tach and start to develop the shift-by-ear method.
