I have the same issue, and I believe it is rust. It has grown slowly since I first noticed it over a year ago. For me, it is underneath the clear plastic applique in the area you describe. I am not sure it is worth trying to fix. I have accepted the fact that it is not a new car any more (02 93 se), but it is only 5 years old and 90,000 miles. My 94 Chevy Corsica didn't have a spot of rust when I got rid of it at 7 years old!
