What kind of car is he going to get that is significantly faster without spending more money or isn't older than 5 years? Maybe a WRX but it depends where you want your speed. The Viggen is a very good blend of comfort, economy and speed. And with the great reviews from the mags we get them now for really cheap. And they are cheap to upgrade to good power levels and handle it very well.
On topic, I suggest doing the Steering rack clam and brace (Viggen Rescue Kit - VRK), rear sway bar, and if you want to get crazy the 6-point subframe brace + fully adjustable Koni kit. Make sure you have some nice tires, then do the power.
All that stuff really makes a world of difference to handle the stock power, and is the only way to not cook your tires with a power upgrade.
