So I assume you bought the car new?
I'm surprised to hear about a 95 with original shocks, if it had been a 96 and up, I'm wouldn't be surprised.
The 94-95 had lots of problems with the front shocks where they turned very stiff and ripped the upper strut mount.
So they usually got replace very early one together with the strut mounts.
But on the other side of the coin, it is very easy to suggest new shocks at 182K especially for a tire shop since that is how they make money.
For me it is pretty easy to determine if it needs new shocks or not since I drive so many every day or week.
The 94-95 with bad stiff shocks were also pretty easy to spot since the front end was bouncing too much going over a dip or hump.
