SID Repair-bad experience

I sent my SID to Kramer Micro Repair (kramermicrorepair.com) for repair. Carl Kramer's web site indicates he repairs your SID and returns it to you for $70 + shipping of $15, total $85. What Kramer did was to ship me a SID that had pixels out PLUS the clock light was out. It was not the SID I sent him. So, I'm actually in worse shape then when I started since I can't see the clock at night and there are pixels out. I disputed this thru Paypal to no avaial, Paypal will only intercede if Kramer didn't ship me anything. Kramer should not be relied on to provide service. Further the $15 shipping is a rip off, he stuffs your SID in an undersized US Posatl Service box and drops it in the mail, total shipping charge to Kramer is $4.80. So his actual charge for the service is $80.20 + $4.80 shipping. The good news for me is that I live in Northern VA and will be filing in small claims court, further I will investigate to ensure Kramer has a Buiness Lic. in Fairfax County.
