Direct contact between a hammer and a wheel is not good. However, one could take a piece of wood, like a 2x8, place it against the wheel and tire, and whack that with a large hammer. You'd need someone to hold the 2x8 unless you had a way to clamp it in place so you could hit it.
Or if you like Rube Goldberg techniques, I suppose you could use a floor jack on its side, braced against the opposite wheel/tire and have a section of pipe or 2x4 pressing against the opposite wheel, then start jacking. Use of the aforementioned 2x8 to protect the wheels might be a good idea. This would be awkward as hell and would work best if the wheels were off the ground. I've never tried it, but it might work. The slower force may crack the bond between wheel and hub. Or not!
