Drive faster and faster with the wheel on the outside of the turn. Eventually it will break loose.
I have done this myself and it did take pretty good amount of speed to work. Try jerking it side to side a couple of times while turning, too.
Obviously you need to have plenty of space cushion around your car to do this safely. Try a LARGE parking lot with no cars, poles, curbs, etc.
