Are you buying new, used, or real used? New, what with the ownership change, big hit in resale, lack of dealers, etc. I'd have to take a hard look at a Honda or Subaru--that's a big investment. Late model used, ($10-15K) a saab offers a lot of bank for the buck. Real used ($3-5K) Saabs give you more car for the money than just about anything--Hondas in that price range are usually pretty sad. A lot depends on the condition of the car you buy and I'm assuming you have the skills and patience to find a good one. If you can do some work yourself a Saab can be very reasonable to keep going. My '98 900SE was the cheapest, most reliable saab I've ever owned. What few things went wrong I was able to fix myself--I felt bad for my mechanic, I never needed to bring it in. I used to be a dealer specializing in cars in the $2-5K range and Japanese cars in that price range are not as "drive it and forget it" as most people think.
