There's still a bit more testing you can do before dropping the money on a new purge valve.
The reason for cleaning the valve is to help make sure it's working properly. There's just a simple solenoid that slides back and forth to open or close the valve. You can actually test it by removing it from the car and connecting 12VDC to its terminals - you should hear and maybe feel it click when it opens.
I believe the way to check if the valve is leaking is to disconnect (at the purge valve) the vacuum line that goes to the throttle body and plug it, then drive around like that to see if it still hesitates. There's more info on that here from others who have done it.
