On my 1999, now with 165K miles, over the last few years had all the problems you described and have been able to clean them up by cleaning things, replacing the EVAP valve and replacing the vacuum hoses.
Until recently, (two weekends ago). The car really started to stumble & got a CEL. Needless to say, cleaning things didn't work. Pulled into an Autozone and car read a P0304 code (cylinder 4 misfire). Guy suggested to start cheap with a fuel cleaner. Drove around a bit, I thought it might have kinda helped a bit, but didn't fix it. Pulled the cassette and #3 & #4 plugs. #4 was fouled, #3 wasn't. Figured it was the cassette going/gone. For some reason, when I replaced the plugs, I swapped them. Next morning, when I was going to take it to my local indy Saab guy, it ran nice & smooth. I haven't repulled the plugs yet to see what they look like, I plan on doing that after I finish my 2nd tank with cleaner.
My suggestion... pull a plug or two to see if there is fouling (carbon)... but regardless, try a fuel cleaner. Autozone had Gumout with Regane on sale at the time... on this board you will also hear good things about Techron, Redline S1 & other places swear by BG 44K. If you aren't using it, fill up on a tier one premium gas, like Shell.
